LGTM, although I'd comment that this must mean that the manifest used
by the call to process_signatures in pkg.client.pkgplan doesn't have
this issue?
That's correct. In imageplan when we propose a package plan, the
manifest assigned to __destination_mfst is one with all the variants in
it. (Line 1272 of imageplan.py)
