Bug:
18327 smf.get_state can return None
This fixes a problem where if a service's temporary state agrees with
its permanent state, smf.get_state returned None. This was preventing
pkg set-publisher from correctly refreshing the system-repository
service on some machines. I believe it also could affect actuators, but
I haven't seen evidence of this being seen in the field yet.
