You can't (reliably) use pkgrecv to receive packages for a newer build
than you're using. The same restriction applies to pkg.depotd -- you
can't serve packages from a newer build than the depot server.

You'll have to use a build 166 system to do this.

Correction, a build 160 system should be sufficient at the least. But you're better off upgrading to the latest bits you can.
