The transport engine handles connect timeouts, speed timeouts, and
checks for libcurl stalls too. If you're trying to get something that's
robust as the rest of the data transport, it might be worth it to write
a transport method for CLR retrieval, instead of doing this in publisher.py.

I agree that's the right solution in the end. For now though, I'd like
to keeps this a small, narrowly focused change. I've filed bug 18532 for
your suggestion.
