Removing it from the global zone should remove it from the ipkg zone.
It's possible you've hit bug
18730 sysrepo should not cache syspub, versions and publisher responses
in which case the problem should likely have resolved itself by now. If
you still see pst as a publisher in the NGZ, please let us know.
