[pkg-discuss] creating separate datasets still part of BE

Does AI currently have the ability to create datasets that are still 
part of the target boot environment?

For example, the pkg(5) team would like to make /var be a separate 
dataset, but part of the BE that has '/' very soon.

How easy is it to make this change?
