I spent a bit of time today cleaning up the rst in the current
dev-guide, and adding a Makefile so that it at least compiles into a pdf
for easier review.
The pdf is still pretty rough & ready (it butchers some of the
examples), and the Makefile is gruesome, but I was hoping that getting
folks using this early would mean we wouldn't end up with a mammoth task
of fixing broken docs later.

There's a Makefile target that installs and patches a local copy of the
tools needed into ./doc/dev-guide/doctools, which has worked for me, but
I'm interested in hearing if anyone has any problems with it.
The Makefile has a comment at the top with a list of targets. Run 'make
check' before you putback.
