Is there something special that needs to be setup in either the global
or NG zone to get this to proxy correctly?

The first thing to check is that the global zone can reach the location
provided. Assuming it can, then next check to make sure the system
repository and zone proxy services are online in the global zone.
Finally, make sure the zone proxy service is online in the NGZ. With
that information, we should be able to make progress.
