Doesn't seem like pkg should try to replicate what pwck(1M) already does.
I understand that, but clearly people aren't using that utility so it
seems like maybe that's something we should execute as part of pkg verify.
My primary concern is that some garbage in /etc/passwd or other related
files will cause the user and group actions in packages to not have the
effect that they should or that they will alter the interpretation of them.
