If you just want to update the onbld tools, you can just use the onbld repo 
from ipkg.us.oracle.com.

I did this on our slim_source build machine and basically everything stay at 
S11 FCS, except the onbld tools and I use the onbld repo from ipkg.  It will be 
listed at the ipkg repo inventory.

I don't think we know, either.  The build machine was upgraded
from older builds, and we have also updated the build tools.
I think the best guess is that we had something busted at one
point with the Austin auto-install server and package repo,
and got some of that stuck to us.  That AI server is managed
for the site.
