While the actual fix is about 5 lines, I added two test cases so that
the up-to-date check should now have full coverage.
Any takers? I'd like to land this for build 9 to avoid potential
fallout from the original changes that were also in build 9.

Only question I had was why the versions of packages changed in the test
(from 2.0 to 1.1)
To make the incorporation test case simpler.
