Note that this also causes display of actions (at -vv or above) to
be in order of their operation; this is a useful debugging aid
in problems such as this.

It's unfortunate that these changes cause us to no longer know which
package is delivering a particular set of actions from the -vv output;
that was useful (although admittedly, only occasionally). But that's
not really a practical option if you're debugging action order
execution, so drive on...
