This actually does bring up an issue:
Why is pkgrecv different from pkg even when run on the same system?
Why can't pkgrecv look at my defined publisher and use the bits and
pieces from that if I do something such as:
# pkgrecv -d /foo '*'
Because pkgrecv's primary usage is as a standalone tool to copy packages
between package repositories.
There are RFEs open to allow it to be able to leverage the image's
configuration, but the interface considerations are not trivial.
