Hi there,
I've a short 3-line code review (with 197 lines of test change) to fix
the "pkg publisher -F tsv" output, adding a "-" for origins with empty
proxies, and moving the PROXY column to the end.
For publishers with no origins, I followed the pattern of the existing
code, and didn't print anything for any of the columns after "SYSPUB"
