I'm doing this work as part of the http-depot work, but figured that
landing it as a separate wad would make code review a bit easier.

The intent here is to make all tests that use Apache instances share a
common superclass, ensuring that we're not duplicating killalldepot(..)
code everywhere. This change generally makes the test suite more
resilient in the face of failing tests that might otherwise leave random
processes clogging up network ports.
