[pkg-discuss] Code review: granular proxies and HTTPS

Hi there,

I've a short code review here (12 lines of code change, 89 lines of test 
change) make "--proxy" work properly for HTTPS-based origins:

I'd like to get this back to the gate as soon as possible so that 
backports can start happening.
