The Debian way of building out-of-tree modules is to use
module-assistant.  DKMS is useful for building modules that haven't been
packaged specifically for Debian.

DKMS does have one feature over module-assistant which is that it will
attempt to rebuild modules after installation of a new kernel package.
If you want this feature for native Debian packages, please file a
wishlist bug against module-assistant.
