this is a bit strange, and I didn’t dig deeper. Might be caused by
another package, but it happened when building evolution-exchange:
When libicu40 is installed, but libicu-dev is not, then building it
failes with a message from ld that it can not find libicui18n (which is
in libicu40 with is installed). Installing libicu-dev makes the package
compile.
