fso-frameworkd has "cython" in Build-Depends. However, as far as I can
tell, this package is not used at build time. setup.py says:
# We do not require Cython currently
#from Cython.Distutils import build_ext
In fact, I was able to successfully build the package without cython
installed in the build environment.
