This would be ideal, but the release of the source code of the quake3 engine has another effect: all the mods start branching off their own version/patch the quake3 landscape starts to diverge. I would have to check, but AFAIK, openarena started to patch the ioquake3 engine and releases their work as a stand-alone project, I already made a remark along these lines a couple of months ago on nexuiz ro some other mod that start to patch the engine code itself. I we want to do it like this (ioquake3 with dependencies on a number of data packages); we'd need to re-do or at least re-structure some of the developers' work; which is beyond the scope of packaging AFAIK.
