Most other distro's are. Ubuntu is the only one that is this far behind.
Even the community Arch repo's have the current version. In terms of
performance and reliability, this is our most stable release yet.

Status in “playonlinux” package in Ubuntu:

Bug description:
  PlayOnLinux shows there's a new version available (4.2.1), while the
  version from my software-sources (raring-ringtail) is 4.1.1.  Saucy
  has 4.2.1.

  Could we get a backport or a PPA with the latest version?
