No new ticket activity in years; as previously described, backtrace looks like a bug we fixed upstream in 2.2.3 whose fix has thus been in Ubuntu for years (all supported versions of Ubuntu Freeciv postdate the fix). Don't see any value in keeping this ticket open, so I suggest it's closed as fixed.
