rclone 1.41 is in Debian testing and unstable, so I assume you’re talking about Debian stable.
We won’t update software in Debian stable except for security fixes. If you’d like to use a newer version of rclone from Debian, you’ll need to either upgrade or pin the rclone package from Debian testing.
