Upstream have asked not to enable anything but `podman.socket` by default.
`podman.service` should only start when started by the socket, and the other
services are intended for specific use cases that some users may opt in to.

Upstream are considering removing the `[Install]` section in a future v6,
and don't intend `WantedBy` lines to mean units should be enabled by default.
