The shortname should be public-domain follow by an explanation what exemption from the default copyright restrictions apply. See: https://www.debian.org/doc/packaging-manuals/copyright-format/1.0/#public-domain Since the source files don't specify anything other than being in the public domain something like the follow may suffice: These files are in the public domain.
