CGAL is a header-only library since 5.0.
SFCGAL needed several patches to work with that, and postgis still needs
to be rebuilt with the new sfcgal.
postgis (3.0.0+dfsg-5) in unstable has SFCGAL support disabled, the next
upload (once cgal & sfcgal have migrated to testing) will enable it
again.
You're not using the packages from unstable since you're still using
PG11, so I cannot help you further.
