Mapnik 3.1 doesn't support proj.h, and like PDL it does the right thing
and disables the related support when its configure doesn't find the
headers it needs.
Mapnik upstream is very bad at publishing releases as Mapbox uses
development snapshots. Mapnik 3.x is unlikely to get the proj.h support
backported. Once Mapnik 4 is released the PROJ support will be back.
In the mean time keeping mapnik in Debian is more important for our
users than having it removed due to lack of proj.h support.
