Adjust lib-install-files
Use:
usr/lib/*/libsaga_api.so.*
And:
usr/lib/*/libsaga_gdi.so.*
So you can just rename the .install files when the version changes
without needing to change the content.

Disable python bindings for now
dh-python and python3-dev are still included in the build dependencies,
and the dh_python3 and dh_makeshlibs overrides are still present in
d/rules which are no longer needed.
