This is default behavior for GDAL, the autotools build did the same
without any specific LERC configure options:

Now that lerc is also packaged separately, we could switch gdal to use
that instead of the embedded copy.
I've pushed a commit for that.
That change would make it impossible to build gdal and its rdeps on
s390x and require architecture conditionals like tiff. I don't like
that, so I've reverted back to the embedded copy.
Once lerc builds successfully on all release architectures it can be
used by gdal.
