No, there is little change as you can see when you compare the diff
between those tags.
You should always based your backports for UbuntuGIS on the version in
Debian unstable, unless that's frozen in preparation of the next stable
release, then base it on the version in experimental. Or when you're
packaging pre-releases that are only available in experimental.
