Could be somewhere in /var a more compliant place for files not
included in a package, but downloaded, generated at installation, etc?

Question: is the .service/.timer for a regular updating of its version?
Why did I have to run josm-installer after a fresh install? Is that
not intended to be done also in .postinst?

No, /usr/share/java is the only path for JARs per the java-policy.

Yes, from README.Debian:

"
 The josm-installer package contains the desktop integration for JOSM, the
 josm-installer script to download the JAR, and a systemd service and timer
 to periodically download new builds of the JAR.
"
