Basically the license of libcfitsio3 has changed from PD to GPL. You have to check that the license of slang-cfitsio is GPL compatible (looks ok, as it even include GPL files). If it is ok, you should clearly state in the debian/copyright file that the resulting software is distributed as GPL. -- .''`.
