The -dev package does not ship the .la. This causes problem for some other 
packages
that fail to build (spatialite is an example).

Adding the line:
  usr/lib/*.la
in the debian/libgeos-dev.install file seems to fix the problem (spatialite 
package compiles fine).

Spatialite is already fixed but still pending due to ries.d.o failure.
The libtool files are now removed globally (not only in the geos case)
