qgis_help turns out to be a totally internal command, so shouldn't be in
/usr/bin, and shouldn't have a man page...
Perhaps.

P.S., Help turns out only to have one page,
file:///usr/share/qgis/doc/index.html
I.e., can't read much offline.

cd /usr/share/doc/qgis/
zcat changelog.gz|perl -wnle '/200\S+/&&print $&'
Shows dates are out of order, and also only go up to 2006.
