libhdf5-dev == libhdf5-serial-dev, is it just a renaming.

I think you are confusing with an other hdf5 packages, with the current
release, I get:
$ grep H5_HAVE_PARALLEL /usr/include/H5pubconf.h
/* #undef H5_HAVE_PARALLEL */

$ dpkg -l|grep hdf5-dev
ii  libhdf5-dev
1.8.12+docs-1                  amd64        Hierarchical Data Format 5
(HDF5) - development files - serial version

Could you double check?
