I now remember that Ubuntu has qwt 6.1.1 already:
They had to patch QGIS in vivid to not FTBFS with it:
QGIS 2.8 in unstable already includes these changes.

I thought about the general push towards Python 3 too, it's a worthy
effort but also another big switch in QGIS that no one has much
experience with. Not something we can accomplish in the short term.
