How about this: Because the ogrlineref man page is NOT UNDERSTANDABLE to
me, here is my data

I want to make a second say KML file with the coordinates of markers
every oh, 500 meters.

IF the ogrlineref program can actually do that, I am willing to help you
rewrite the man page.
