Package: libgdal1-1.6.0
Version: 1.6.2-1
Severity: normal

Apparently OGR's shapefile driver for reading polgyon rings and correctly
assigning them as inner, or outer rings and for which component of a
multipolygon for some complex polygon files is quite expensive. It may be
possible to define OGR_ORGANIZE_POLYGONS in the environment with the value
SKIP to avoid this work.

that option can be set in the environment before calling a GDAL utility
and current default is ONLY_CCW which should be quite near to ideal
performances in 1.5. I see no reasons to change the default.

Closing this bug, per the above. The default is sane, and setting the environment variable manually is a perfectly acceptable solution for users that need it.
