Can't they be released at the same time? Or just depend on josm with no version.

No. The josm-plugins package has a strict dependency on the josm
versions the plugins were built with, because they'll break otherwise.

The josm-plugins package is problematic [0], and will be removed after
the stretch release, only the jmapviewer & josm package in experimental
have been updated for the past few releases.

josm Conflicts with josm-plugins to have the latter removed when
installing a newer josm revision from experimental. Simply accept the
suggestion to remove the josm-plugins package if you want to install the
newer josm from experimental.
