This is likely due to #830540; The workaround according to #830540 is to use
ld.bfd for linking. I'm filing this as a separate bug, since it currently
prevents pandoc from building on arm64 and there is a workaround that can be
applied (hopefully).

This has been fixed (probably in binutils) and haskell-skylighting now
builds successfully on arm64.
