Dear Maintainer,

While test building some haskell packages, I noticed that
haskell-hspec-discover FTBFS with haskell-devscripts 0.16.3+.  This is
the error with 0.16.10 (there were different errors before 0.16.10).

Rolling back to 0.16.2 resolves the problem.  I suspect this may have
something to do with the fact that seems to be a bit non-standard for a
DHG package (ie, doesn't use -dev naming).
