Severity: important

The haddock recipe is being run on all arches, when it really only needs
to be run once on the -all arch.  This is not only wasteful, but it
causes problems for certain packages (e.g., haskell-gi-gtk) where the
documentation cannot be built on mips without running out of memory.  This is a
regression from the pre-Perl state.
