[I was doing a transition (icu 55 to 57), and investigating some build failures with link failures, some missing icu55 symbols. I didn't find the appropriate haskell package immediately, because it neither has a dependency on the icu runtime library or a Built-Using attribute ]

Seen with haskell-text-icu, but it looks like there are no Built-Using attributes for any C library used for many packages. Therefore filing this isssue on a package which is maintained by the debian haskell maintainers. Feel free to clone, reassign, ...
