I'm using libghc-pandoc-types-dev for some markdown magic, but it's holding
back other libghc-dev package upgrades for quite a while now.  Is there any

Yes.  There are various build failures in the Haskell toolchain that
holds various things up.  If you want to jump in:
https://release.debian.org/transitions/html/haskell.html
