As you can see from the cruft report excerpt below, the recent
libcommons-dbcp-java upload that dropped the libcommons-dbcp-java-doc
package causese problems with other packages:

Given the state of the pre-release freeze, I think it would be better if
you did another upload that restores this binary and deferred further
doc package cleanup work in Unstable until after the release. I have
not checked with the release team on this specific issue, so it's
possible they will feel differently. Please check with them to be sure
if you believe it's needed.
