Due to dpkg changes in oracular[1] a number of packages fail to build due to

In Ubuntu, the attached patch was applied to achieve the following:

  * d/rules: Include /usr/share/dpkg/buildflags.mk to avoid configure
    failure due to the undefined variables (LP: #2073806).
