JAVA_OPTS is not taken from /etc/default/tomcat5.5, I discovered that
when tried to use UTF-8 encoding, and it didn't work using the JAVA_OPTS
from the default file, it only works if put on the init script, I
haven't search thoroughly but I think other variables are overwritten
too like the "security" one.

In that case you need to use CATALINA_OPTS, not JAVA_OPTS.

(The version in sid changed this to JAVA_OPTS though, which is more accurate.)
