I have no significant experience with either. I've done some bug management in vpnc using Launchpad and found it easy enough to use. I don't think I've ever done anything using alioth, except possibly look at some bug reports that I found via Google. I guess personally, it'd be easier for me to get started if we used Launchpad. That said, I don't know how much I'm going to be contributing, so that's not necessarily a good reason! On the other hand, save for linux-distros, which is clearly aiming to get Eclipse easily packaged for all variants of GNU/Linux, Debian is about as upstream as we can get -- it's top of the line for all those Debian derivatives, obviously -- and I have a gut feeling we should use its tools. It just "smells" right. That's my £0.02 worth anyway.
