Hi Stefan,
please move tomcat-users.xml to /etc/tomcat4 like server.xml and
web.xml. This helps having all config files for the default installation
in one place and the user is informed by dpkg if he, tomcat or the
package maintainer changed that file.

tomcat5 has been removed from Debian. This bug does not apply to
tomcat5.5 or tomcat6, or has already been reported or fixed there, so
