(Location of error unknown)java.io.IOException: Server returned HTTP response code: 503 for URL: http://www.w3.org/TR/html4/loose.dtd References.html starts like this: <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd";> It seems that W3C has begun enforcing some sort of AUP on their DTD repository.
